5 things you need to know Tuesday
1. YouTube's streaming music service launches
YouTube, the world's No. 1 home for discovering new music, is launching a $10-a-month subscription service. YouTube signed deals with the major labels, which added millions of additional songs to an already-massive music library (but nope, no Taylor Swift). To kick off the service, similar to Spotify, Rhapsody and Beats Music, YouTube is opening with a private invite-only beta, offered just to the heaviest music consumers on the site. Here's how to snag one.
2. It's still really cold out there, so bundle up
Record cold will plunge through much of the country Tuesday, bringing subfreezing morning low temperatures to about 200 million Americans in the eastern half of the U.S. Frigid air originating from Siberia is rocketing all the way to the Gulf Coast, where record low temperatures in the teens and 20s are possible both Tuesday and Wednesday mornings, according to AccuWeather. If you're debating between gloves and mittens to keep your fingers warm, read this.
3. Senate votes on Keystone oil pipeline for the ninth time
After a six-year delay for the Keystone XL oil pipeline project, the Senate plans to vote on the bill Tuesday. The Republican-led House passed legislation last week to authorize construction of the controversial oil highway from Canada to the Gulf. It's back on the table because Sen. Mary Landrieu, D-La., and Rep. Bill Cassidy, R-La., who are locked in a Senate runoff battle, kick-started action on the legislation to win favor with Louisiana voters. Senate passage of the bill could provide a rare veto opportunity for President Obama.
4. Massive, eight-story billboard to make Times Square even brighter
If you thought that New York City's Times Square couldn't get any more loud and garish, you were mistaken. An eight-story-tall megascreen the length of a football field will light up Tuesday night in front of the Marriott Marquis hotel, becoming the biggest and most expensive billboard on the block.
5. College football: Shakeups expected atop the playoff rankings
The College Football Playoff selection committee will unveil its fourth edition of its ranking, and you can expect some changes at the top. Last week's No. 1, Mississippi State, fell to Alabama on Saturday, opening the door for the Crimson Tide to enter the top four. Does defending national champion Florida State, last week's No. 3, deserve the top spot after a nail-biting win over Miami?
And, the essentials:
Weather: Record-shattering cold will be the main story across much of the eastern half of the country on Tuesday. Snow will fly around the Great Lakes while warmth continues in the West.

Stocks: Stock futures were slightly lower ahead of regular trading.
TV Tonight: Wondering what to watch tonight? TV critic Robert Bianco looks at The Voice and Agents of S.H.I.E.L.D.
