Army Secretary John McHugh to retire

WASHINGTON — Army Secretary John McHugh announced Monday that he will retire no later than November, leaving the post he's held since 2009.

McHugh, a former Republican congressman from New York, has overseen the Army as its top civilian as it withdrew from long, grinding wars in Iraq and Afghanistan.

His departure, and the coming retirement of Gen. Raymond Odierno, the chief of staff, will put two new leaders in charge of the Army.

"Secretary McHugh has been a tremendous public servant for decades, and he has helped lead the Army through a period of challenge and change," said Secretary of Defense Ash Carter.
