1. Suspects in 'Baby Doe' case due back in court
The suspects in the death of "Baby Doe" are due back in a Boston court for a preliminary hearing Tuesday. The story of "Baby Doe" made international headlines after the 2 1/2-year-old's body was found tossed in a trash bag in June on the Boston Harbor shoreline. Authorities were unable to identify the little girl until late September, when a tip led them to identify her as Bella Bond. The girl's mother, Rachelle Bond and her boyfriend Michael McCarthy, were arraigned in a Boston district court in September. McCarthy was charged with Bella's murder, while Bond was charged as an accessory in her daughter's death.

2. Colorado city council to take up proposal to allow women to legally go topless
Women cannot legally go topless in Fort Collins, Colo., but men can. A proposal that will be considered Tuesday seeks to change that. While the exposure of female breasts is considered a definition of public indecency in the city's ordinance, the current law does not prohibit men from going shirtless in public. The proposal is in response to requests from residents who say the current ordinance discriminates against women. Cities like Washington, D.C.; Asheville, N.C.; and Honolulu have all ruled for a woman's right to go topless, according to GoTopless.org.

3. Jim Webb has something to say about his presidential campaign
Democratic presidential candidate Jim Webb, who complained repeatedly during the first Democratic debate about not getting enough speaking time, will consider running as an independent, his campaign announced. The decision may come sooner rather than later, as the former Virginia senator will hold a news conference Tuesday at 1 p.m. ET in Washington to discuss “his candidacy, the campaign and his views of the political parties in the current election cycle." A shift in party may not have much of an impact though, as Webb’s support in recent polls hasn’t broken 2%.
4. Duchess Kate attends first-ever state dinner
Just like in the USA, state dinners in Great Britain are formal affairs, and Kate Middleton will attend her first one on Tuesday. The Duchess of Cambridge will mingle with movie stars of the new James Bond movie, Spectre, as well as welcome the Chinese President Xi Jinping and his wife Peng Liyuan when they arrive in London for a state visit to Britain. This is Kate's first appearance at a royal state banquet since she married Prince William in 2011, and royal watchers are excited to see which tiara the duchess will wear — only her third public event with the bejeweled headpieces.
5. Hershey Kisses goes bigger with newest chocolate product
Hershey’s is calling it the biggest innovation of the iconic Kisses brand since introducing Hershey Kisses with almonds to the market 25 years ago. The chocolate-maker announced Tuesday that it’s selling a new product in the U.S. known as Hershey’s Kisses Deluxe, a chocolate that is double the size of the standard, diminutive Kisses brand and has a hazelnut center. The new product is expected to be on store shelves across the USA by Nov. 5.
