FBI: Doctor tied to attack by suspected serial rapist in Ohio worked in Kan. and Colo.
A 66-year-old doctor, who officials say is affiliated with several Cincinnati-area hospitals, is “the prime suspect” in an unsolved 1989 sexual assault described as hourslong, sophisticated and brutal, according to court documents. Investigators believe the attacker in 1989 assault was a serial rapist.
Frederick Louis Tanzer was arrested Wednesday at his home in Sycamore Township, Ohio. He is charged with making a false statement to the FBI. Tanzer is being held pending a detention hearing set for Monday in federal court in Dayton.
Tanzer has lived and practiced medicine in Ohio, Kansas and Colorado, officials said. He practices internal medicine, and his medical license is active, state records show. An attorney for Tanzer was not listed in court records late Wednesday.
A complaint filed in U.S. District Court in Dayton says that Tanzer was identified as the prime suspect early this year. At the time of the 1989 attack, he was married to a close friend of the victim, the documents say.
In April, Tanzer was under FBI surveillance, when investigators followed him from his home to a Bureau of Motor Vehicles location in Milford, Ohio, where he threw a Starbuck’s coffee cup into the trash. Forensic analysts determined DNA from the coffee cup matched DNA left at the 1989 crime scene, according to the complaint.
Woman attacked in her condo after work
The attack began at approximately 5 p.m. on Aug. 1, 1989.
The woman had just returned to her condominium after working at the IBM offices in downtown Cincinnati.
Upon entering her home, the woman noticed an odor that she described as being like brewed tea or marijuana.
According to the complaint: She walked into the dining room and was startled by a man wearing black Lycra fabric "from head to toe," black gloves and a black mask that completely covered his face. She screamed, and the assailant made a “shhh” sound.
He grabbed her around the neck, put a knife to her throat and forced her into the kitchen, where he had a black gym bag.
He then forced the woman into her bedroom, where he took white surgical tape from the gym bag and wrapped it around her eyes and head. He used stockings and panty hose from her dresser to bind her hands and feet to the bed.
During the attack, according to the documents, the man put a cloth in her mouth and only agreed to take it out when she told him she wouldn’t scream. The sexual assault took place over more than five hours, and at times, the attacker wiped semen from her body.
'No police or I'll be back'
The woman told investigators that she managed to get a glimpse of the attacker through the tape that covered her eyes when he went to another part of the bedroom and took off his mask. She described him as white, approximately 6 feet tall, thin, with dark brown hair − which documents say would have described Tanzer.
The man eventually loosened the binding on one of the woman’s hands and left. She was able to free herself and went to a neighbor’s unit, where someone called 911.
Investigators found a torn sheet of newspaper taped to the bedroom phone. Written on the newspaper: “No police or I’ll be back Mis IBM.”
Over the years, the woman remained in contact with police and even hired private investigators and participated in media interviews, trying to generate leads.
On Wednesday, when questioned by the FBI, officials say Tanzer lied when he denied having seen or interacted with the woman on the day she was attacked. After being handcuffed, according to court documents, Tanzer told someone in his home: "We've got to find a great lawyer. I don't know what's going on."
Anyone with information about the 1989 attack or any other similar incident is urged to contact the FBI.
