"I'm also proposing a Partnership to Rebuild America that attracts private capital to upgrade what our businesses need most: modern ports to move our goods, modern pipelines to withstand a storm, modern schools worthy of our children."

Background

This program is aimed at enlisting private investment to improve "critical business infrastructure," according to a White House document, with the goal of also creating jobs. In his State of the Union message, President Obama cast the Partnership to Rebuild America as a supplement to the publicly funded Fix-It-First program, so "taxpayers don't shoulder the whole burden." The Fix-It-First initiative would steer $40 billion toward the nation's most "urgent repairs."
