The shutdown is in effect. Washingtonians' lives are disrupted, and thousands of visitors will not get to see what they came to Washington to see.
The National Mall is closed, and barricades block surrounding roads and memorials. Public restrooms are locked; fountains are dry. Even brides and grooms to be are on edge as all weddings scheduled on National Park Service property face cancellation.
