Punchlines: For health care plan, small is good?

White House Press Secretary Sean Spicer revealed that it's not just the substance of the GOP health care plan that matters, but apparently the size as well.
During a news conference on the House Republican plan to replace Obamacare, Spicer emphasized that the newly formulated American Health Care Act was only about 100 pages long — implying less government intrusion and a better (smaller) plan.
