What is the Arthur meme? Where did it come from?

The screenshot of Arthur's fist comes from an episode of the show titled Arthur's Big Hit. During the episode, Arthur's little sister D.W. throws his model airplane out of his bedroom window in an attempt to test its ability to fly. Arthur is overcome with rage when he discovers the damaged plane on the sidewalk, and he retaliates by punching D.W.
