2025 NFL mock draft roundup: Experts predict Shedeur Sanders slides outside of top two

And then there were two. Super Bowl 59 will be a familiar matchup for football fans as the Philadelphia Eagles and Kansas City Chiefs will meet in the title game for the second time in three years.

The Chiefs made it past the Houston Texans in the divisional round before taking care of business at home against Buffalo in the AFC championship game. In the NFC, Philadelphia dispatched of the Green Bay Packers in the wild-card round, beat the Los Angeles Rams in the divisional round and ran over the Washington Commanders in the conference championship game.

While those two teams are still in playoff contention, the rest of the league is focused on the offseason. Head coaching and general manager vacancies are being filled and teams are sorting out how to improve next season.

Arguably the best way to improve quickly is via the NFL draft. The 2025 NFL draft class could hold key pieces for contenders and teams looking for a turnaround. Here's what experts at USA Today, NFL.com and CBS Sports predict, as well as my own predictions as published in the Milwaukee Journal Sentinel.

1. Tennessee Titans

NFL.com: "My ears perked up when Titans president of football operations Chad Brinker said the team wouldn’t pass on a generational talent with the first pick. To me, Carter is the best player in the draft and he plays a premium position. I could see Tennessee looking to add competition for QB Will Levis in the free-agent market or later on in the draft."

2. Cleveland Browns

As I predicted in the Milwaukee Journal Sentinel: Cleveland takes the other top quarterback of the class with Sanders at No. 2. The Browns' offense traditionally has had more success with under center play-action concepts with a good running game. Sanders can provide a solid floor from the quarterback in that system and help the Browns' offense get back to being one of the more prolific units in the league..

CBS Sports: "Cleveland is not going to force its position at quarterback, so if the Browns do not feel Shedeur Sanders is the best option for them, then they will go in another direction. Travis Hunter and Abdul Carter would be in consideration for the best non-quarterback prospects. In this case, Cleveland takes Hunter."

3. New York Giants

As I predicted in the Milwaukee Journal Sentinel: New York doesn't overreach for a quarterback here and instead opts for the consensus top player in the class. Hunter should be a starter on defense first and work his way into the fold on offense over the course of the season. His length, coverage abilities and ball skills will make him an asset for the 27th-ranked pass defense in the league..

NFL.com: "The Giants are desperate for a quarterback. Ward’s strong arm and playmaking ability would be a great fit."

4. New England Patriots

CBS Sports: "New England's objective should be surrounding Drake Maye with the talent necessary for him to be successful. Does that have to begin at No. 2 overall? Probably not, but the options are limited at wide receiver unless the Patriots spend big on Tee Higgins in free agency."

5. Jacksonville Jaguars

CBS Sports: "There are teams with worse rosters that had better seasons than the Jaguars, but they still have needs to fill. Mason Graham fills a position of need as a new head coach is embraced. A front with Josh Hines-Allen, Travon Walker, Arik Armstead and Graham would be formidable."

6. Las Vegas Raiders

As I predicted in the Milwaukee Journal Sentinel: Quarterback is a huge question mark entering next season, but the Raiders need offensive weapons alongside record-setting tight end Brock Bowers, as I predicted in my most recent mock draft. McMillan is the top wideout prospect in the class thanks to a combination of good route-running, size (6-foot-5 and 215 lbs.), catch radius and run-after-catch ability.

NFL.com: "Tom Brady, now a partner in the Raiders’ ownership, is someone who would appreciate Sanders’ toughness, accuracy and decision making."

7. New York Jets

As I predicted in the Milwaukee Journal Sentinel: With McMillan off the board, the Jets take arguably the top cornerback of the class in Johnson in my most recent mock draft. The Michigan product has the prototypical size and production to warrant a top-10 selection. DJ Reed was the best corner on the team in 2024 and is a pending free agent. At least the new general manager can fill that gap immediately with their first-round pick.

NFL.com: "Warren is one of my favorite players in this draft. He will be popular with his quarterback and running backs as a difference-making in-line tight end."

8. Carolina Panthers

Paste BN: "Ejiro Evero's defense enjoyed a brief spike in its pass rush during a three-game stretch in which it recorded 13 sacks, but the unit had just 19 sacks in its other 14 games. While the 6-2, 245-pound Walker will have to be deployed creatively at the next level, he's one of the most disruptive defenders in the draft and can also be a standout in coverage."

CBS Sports: "Now that Carolina's offense is back on the right track, the organization can turn its focus back to the defense, which has seen its resources depleted over the past calendar year. With the No. 8 overall selection, the Panthers redistribute some of those assets back to the defense with the selection of Mykel Williams."

9. New Orleans Saints

Paste BN: "The Saints don't seem likely to embrace a full-blown teardown, but there's a clear need to get more building blocks in place. And while a significant investment at safety likely doesn't rank as a priority on New Orleans' offseason to-do list, Starks can change the complexion of a defense with his playmaking range, versatility and instinctiveness."

As I predicted in the Milwaukee Journal Sentinel: Wide receivers Rasheed Shaheed and Chris Olave both missed most of the 2024 season with injury. Whether they're back or not, Burden III brings a different skill set to the position, and I expect he'll land here, as I placed in my most recent mock draft. He's built like a running back and can operate very well out of the slot for a creative playcaller.

10. Chicago Bears

NFL.com: "I think Booker is one of the safest picks in the draft. He will help firm up the interior offensive line for Caleb Williams."

CBS Sports: "Detroit has done a lot of fun stuff on offense with really talented players like Jared Goff, Jahmyr Gibbs, Amon-Ra St. Brown, Sam LaPorta and others. Those accomplishments were made possible by having one of the best offensive lines in the game. Chicago, now under the direction of Lions offensive coordinator Ben Johnson, should seek to improve its offensive line."

11. San Francisco 49ers

Niners defensive line coach Kris Kocurek has plenty of experience in equipping physically imposing defensive linemen with a formidable pass-rush plan, and Stewart could be his latest project on a line that has slowly been sapped of much of its talent beyond Nick Bosa."

NFL.com: "Membou is the most technically sound offensive lineman in this class. He reminds me of Aljah Vera-Tucker when he entered the league. Membou will be an exceptional guard who can also play tackle if needed."

12. Dallas Cowboys

As I predicted in the Milwaukee Journal Sentinel: For once, we're resisting temptation and not giving Dallas running back Ashton Jeanty. Instead, they opt to invest in the pass rush with Scourton, as I put in my most recent mock draft. The 6-foot-4, 280-lb. edge has the size, strength, athleticism, pass rush moves and college production scouts look for. His size means he can likely line up at multiple spots along the line, offering versatility to whoever is coordinating the Cowboys' defense in 2025. Micah Parsons can't do it all. With Scourton in the building, he likely won't have to.

CBS Sports: "Brandin Cooks can no longer provide that consistent, complementary skill set to CeeDee Lamb, who has pleaded for help. Luther Burden III is a thickly built receiver skilled in making defenders miss in open space."

13. Miami Dolphins

As I predicted in the Milwaukee Journal Sentinel: It'd be easy to opt for a defensive back at this spot given the number of upcoming free agents at that position group. But the Dolphins' success has been tied to quarterback Tua Tagovailoa's health for the last two years and that has to be priority No. 1 heading into 2025. Simmons looked like arguably the best tackle in the country before a season-ending knee injury. If he gets a clean bill of health ahead of the draft, he would be an impact starter protecting Tagovailoa into next season and beyond.

NFL.com: "Nothing is more important for the Dolphins than protecting Tua Tagovailoa. Banks could do that at tackle or guard."

14. Indianapolis Colts

USA TODAY: "Though Shane Steichen and Chris Ballard were given a reprieve by Jim Irsay, the two might appear to have hitched their wagons to erratic quarterback Anthony Richardson. A strong option for helping him settle in could be Warren, a major threat down the seam who also is an asset after the catch."

NFL.com: "I think you’ll see the buzz around Barron continue to grow. He possesses great quickness, instincts and ball skills."

15. Atlanta Falcons

As I predicted in the Milwaukee Journal Sentinel: They need to invest a top pick in the position for the first time since the 2017 draft, something I predicted they'll do in my most recent mock draft. They won't have to look far. Williams brings impressive power and movement skills at 6-foot-5 and 265 lbs. His tape in the Bulldogs' first game against Texas in 2024 alone could likely make him a first-round pick. He's still inexperienced due to playing in a rotation but can grow with time into a difference-maker the team's been missing for years.

CBS Sports: "Atlanta simply needs to continue adding talent on defense. The Falcons have failed to generate much of a pass rush and Jalon Walker would help them do that although in an unorthodox manner."

16. Arizona Cardinals

Paste BN: "Two years after making offensive tackle Paris Johnson Jr. his first draft pick, Monti Ossenfort could again be drawn to fortifying the Cardinals' front. Conerly is an ascendant prospect who could flip to the right side to give Kyler Murray a pair of fleet-footed protectors."

CBS Sports: "Arizona had a bottom 10 pressure rate in the league this season, according to TruMedia; and that figure is propped up heavily by a game against the Bears. James Pearce Jr. has great first-step quickness and is explosive off the edge."

17. Cincinnati Bengals

As I predicted in the Milwaukee Journal Sentinel: They've missed with recent defensive back picks high in the draft, but there aren't many safer bets in this class than Starks. The Georgia safety can do anything a future coordinator could ask of him. He can cover like a cornerback, can defend the run extremely well and is an outstanding athlete with a great football IQ. In a division with Lamar Jackson, the Bengals could do worse than grabbing one of the six best players in the class, as I predicted in my most recent mock draft.

NFL.com: "Nolen is a dynamic interior disruptor. He would be a key part of a turnaround under new Bengals defensive coordinator Al Golden."

18. Seattle Seahawks

Paste BN: "Upon firing offensive coordinator Ryan Grubb after just one season, Seahawks coach Mike Macdonald made it clear he wants to pivot to an approach that more heavily emphasizes a hard-charging rushing attack. The overwhelmingly powerful Membou can help fulfill that vision, whether by remaining at right tackle or moving inside to address Seattle's biggest problem area."

As I predicted in the Milwaukee Journal Sentinel: Current Seattle coach Mike Macdonald orchestrated a dominant defense in Baltimore in 2023 led by Nnamdi Madubuike on the line, Roquan Smith at linebacker and Kyle Hamilton in the secondary. Seattle got defensive tackle Byron Murphy II in the first round last year and has cornerback Devon Witherspoon to lead the secondary. Campbell provides another link to improve the defense, as I predicted in my most recent mock draft. He's what a modern linebacker looks like at an impressively athletic 6-foot-3 and 245 lbs. with experience off-ball and off the edge as a blitzer.

19. Tampa Bay Buccaneers

As I predicted in the Milwaukee Journal Sentinel: Longtime slot receiver Chris Godwin is a free agent after a season-ending injury. It's hard to find a more ready-made replacement at this spot than Egbuka, as I wrote in my most recent mock draft. The Ohio State product is reminiscent of former Buckeye Jaxon Smith-Njigba as a polished route-runner from the slot receiver position. He can fit in with the future of the position alongside Jalen McMillan and provide another target for Baker Mayfield in the passing game.

CBS Sports: "Tampa Bay made it back to the playoffs but fell short of its ultimate goal to win the Super Bowl. During that run, the safeties were unable to stay healthy. Nick Emmanwori fills out the secondary opposite Antoine Winfield Jr.."

20. Denver Broncos

As I predicted in the Milwaukee Journal Sentinel: Javonte Williams, Jaleel McLaughlin and Audric Estime all started at least one game at running back for the Broncos in 2024. They can settle the position by taking the Heisman Trophy runner-up, something I expected to happen in my most recent mock draft. Jeanty's a generational talent thanks to his contact balance, burst, patience and a compact frame that doesn't wear down over a game. He's already comfortable in the colors and would excel in the Broncos' scheme.

NFL.com: "Emmanwori gave me some Derwin James vibes when I studied him. I love his instincts and production."

21. Pittsburgh Steelers

As I predicted in the Milwaukee Journal Sentinel: In a division featuring Baltimore and Cincinnati's high-powered offenses, the Steelers could use more help in coverage. As I predicted in my most recent mock draft, Revel Jr. would be a slam-dunk top-15 pick if it weren't for a season-ending ACL injury in mid-September. He has 4.3 40-yard dash speed in a 6-foot-3 frame. That's a rare combination and he'll have the environment to grow alongside standout safety Minkah Fitzpatrick as well as outside corner Joey Porter Jr..

CBS Sports: "Emeka Egbuka would be a great complement to George Pickens in Pittsburgh if Pickens is still around. The long-term quarterback situation would still need to be addressed, but at least that player would have a few competent outlets in the pass game."

22. Los Angeles Chargers

Paste BN: "There were plenty of elements in the Chargers' wild-card loss to the Texans that likely proved bothersome to Jim Harbaugh, but perhaps none more so than the team allowing 168 rushing yards on 34 carries. Re-teaming with his former Wolverine pupil in Grant could help give Harbaugh the different look he might desire up front, as the 339-pounder can clog run games and even make the occasional play in the backfield."

NFL.com: "The Chargers need to give Justin Herbert more firepower. The coaching staff will be extremely familiar with what Loveland brings to the table."

23. Green Bay Packers

24. Minnesota Vikings

But with the way the board pans out in this scenario, Minnesota instead turns its sights to Harmon, who's comfortable anchoring against the run or ripping past blockers to disrupt the pass game.."

CBS Sports: "To this point in the head coaching cycle, the Vikings have been able to avoid losing defensive coordinator Brian Flores. They give him a stout piece in the middle of the defense."

25. Houston Texans

As I predicted in the Milwaukee Journal Sentinel: Houston's offensive line played well against the Chargers in the wild card round but that shouldn't preclude the team from looking to upgrade the unit, something I expect to happen, per my most recent mock draft. Savaiinaea has the size and experience to line up at tackle or guard. His limitations athleticism-wise could keep him inside in the NFL, but that'd still be a plus for the Texans' line.

CBS Sports: "The run on defensive tackles continues with Houston's pick. Head coach DeMeco Ryans comes from a situation in San Francisco that heavily invested in the defensive line. By continuing to build out the defensive front, there should be more one-on-one opportunities for the likes of Will Anderson Jr. and Danielle Hunter."

26. Los Angeles Rams

As I predicted in the Milwaukee Journal Sentinel: Los Angeles has ample cap space to re-sign pending free agent left tackle Alaric Jackson if they choose. In my most recent mock drat, I predict the Rams opt in this scenario to invest more into the cheapest defense in the NFL next season with Barron. The Longhorns' cornerback has the right mix of ball skills, positional versatility, football IQ and physicality to hang in the NFC West.

NFL.com: "I’m still getting used to seeing the Rams make picks in the first round after their seven-draft gap from 2017 to 2023! The team pored resources into the defensive line in the last draft. They flip the script and take care of the offensive line in the first round this year."

27. Baltimore Ravens

Green led the Football Bowl Subdivision with 17 sacks, and his best play might be yet to come as he continues to fill out his frame and develop his upper body strength."

NFL.com: "The Ravens double dip on drafting big, long corners after selecting Nate Wiggins last year. Thomas is a smooth, fluid athlete."

28. Detroit Lions

As I predicted in the Milwaukee Journal Sentinel: Detroit has one of the best offensive lines in the league but could use succession plans at the guard spots, something I think will happen, per my most recent mock draft. Milum played tackle for four years but will likely move inside at the NFL level due to his athleticism concerns. His heavy hands, play strength and strong anchor would make him a great fit in play action-heavy systems. Milum could succeed pending free agent Kevin Zeitler at right guard if the Lions opt not to re-sign him.

CBS Sports: "Perhaps this is an instance of being a prisoner in the moment, but Nic Scourton is good value at this stage of the first round and the franchise really struggled with depth as a result of injuries. The Lions will not be in that position next year with Za'Darius Smith, Josh Paschal, Aidan Hutchinson and now Scourton."

29. Washington Commanders

As I predicted in the Milwaukee Journal Sentinel: Washington's offense needs more playmakers for Jayden Daniels to throw to and Harris is a big-bodied outside receiver who could be an option to grow with the Commanders' young quarterback. The 6-foot-3, 210-lb. Harris boasts the catch radius and body control to be a threat in the red zone and on jump balls. He's not a speedster, which could limit his ceiling overall, but he'd be a welcome addition to the position in Washington, something I think will happen in my most recent mock draft.

CBS Sports: "The goal is continue building out the offensive line in Washington. The objective is to get the five best linemen on the field and Donovan Jackson has shown the versatility to play both guard and tackle during Ohio State's College Football Playoff championship run."

30. Buffalo Bills

As I predicted in the Milwaukee Journal Sentinel: The Bills receiving corps got a boost from a midseason trade for Amari Cooper. But both Cooper and Mack Hollins are free agents and Buffalo does not have a lot of cap space to spend to retain them. Golden is a vertical threat who can make plays after the catch and gets separation consistently. He'd diversify the skillset in the pass-catching corps. In my most recent mock draft, safety was in consideration but this is a deep class that can be addressed later.

31. Philadelphia Eagles

In my most recent mock draft, I peg Williams in this spot: Williams can grow into an eventual successor to Lane Johnson on the right side.

NFL.com: "There has not been a lot of buzz for Sanders, but I thought his tape was outstanding. He’s really twitchy and would fit right in with the bevy of talented defensive linemen in Philly."
