Photo shows inmate beaten, tied to leash in GA jail

A photo leaked from a jail in Georgia shows an inmate with a swollen eye tied to a leash held by another inmate. Cell phones are considered contraband in Georgia jails and the department of corrections said they're unsure how the device got inside.
