House leaders avert vote to impeach IRS chief with last-minute deal

House leaders Thursday averted a controversial vote on whether to impeach IRS Commissioner John Koskinen by appeasing rebellious conservatives with an impeachment hearing next week in the Judiciary Committee. Members of the House Freedom Caucus, an ultraconservative group of about 40 lawmakers, hailed the last-minute deal as a victory for them.
